The President of the Russian Federation signed a law on setting the minimum wage at 22,440 rubles from January 1, 2025. Acsour experts reviewed the law and talked about the main features of the minimum wage in the coming year.

The minimum wage, which is set annually by the State Duma throughout Russia. According to the law, the salary of an employee with a full-time job cannot be lower than the established minimum wage.

There are several methods for calculating the Minimum Wage: in 2025, the minimum wage is calculated based on the median salary. Thus, the ratio between the minimum and median wages will be 48%. We remind you that the median salary divides the working population into two equal parts: one half receives remuneration above it, and the second — below.

The minimum wage in 2025

Starting from January 1, 2025, the minimum wage in Russia will be 22,440 rubles. Thus, the indicator increased by 16.6%: in 2024 it amounts to 19,242 rubles per month.

Regions may, if necessary, increase the minimum wage set by the Government of the Russian Federation.

In the regions of the Far North and areas equated to them, district coefficients and percentage allowances for work experience are accrued in excess of the Minimum Wage.

In addition, the minimum wage for individual subjects of the Russian Federation may be established by a regional agreement. For example, in St. Petersburg, from January 1, 2025, the minimum wage for employees of organizations in the off-budget sector will be 28,750 rubles.

What does the Minimum Wage affect?

The increase in the Minimum wage has an impact:


  • Salary. An employer cannot pay an employee an amount below the Minimum Wage for a month of work in a full shift. At the same time, the minimum wage shows the amount before personal income tax is paid, that is, the employee will receive 13% less in his hands.
  • Benefits. The amount of maternity benefits, child care for up to one and a half years, the amount of sick leave and other payments depend on the Minimum wage. If an employee works a part-time shift and his salary is below the Minimum Wage, then the established minimum wage will still be taken into account when calculating the benefit.
  • Insurance premiums. Representatives of small and medium—sized businesses pay contributions at a rate of 30% from payments within the Minimum Wage and at a rate of 15% from payments above this indicator.
