On June 27, 2025 a law takes effect increasing fines for conducting business without mandatory notification. Starting September 1, the Government will reduce the list of business types requiring such notification.

Key Developments:

  1. Increase in fines for failure to submit notification starting June 27, 2025: Federal Law № 516-FZ dated December 28, 2024 enters into force. It introduces amendments to Article 19.7.5-1 of the Code of Administrative Offenses.
  2. The Russian Federation, establishing liability for violations of the notification procedure for commencing business activities. Fines for violations will increase significantly.
  3. Reduction of the list of business activities requiring start-up notification as of September 1, 2025: The Government of the Russian Federation has approved a new list of works and services subject to mandatory notification of regulatory authorities. Specifically excluded are:

  • hotel services, temporary accommodation services, and provision of short-term lodging;
  • production of certain food products (meat, confectionery, and others);
  • processing and canning of fish, crustaceans, and shellfish.
  • For these categories, notification is no longer required. The rules for other activities on the list do not change.

Consequences of the New Regulations

  • Increased financial liability: fines for legal entities and company officials (for example, managers) will increase for violations of the notification procedure:
  • First violation: Officials - 7 000 – 12 000 rubles, legal entity - 24 000 – 48 000 rub .
  • Repeated violation: Officials - 15 000 – 25 000 rubles, legal entity - 50 000 – 60 000 rub .
  • Change in the basis for liability: Previously, fines were imposed only for failure to submit notifications on time. Now, liability will apply for the fact of conducting business without a valid notification. This means that starting operations before submitting a notification or continuing them after a notification loses validity (for example, due to unreported changes) will now be a direct basis for a fine.
  • Fines for inaccuracies and changes: The same fines as specified above will apply for:
  • Submitting a notification with false information.
  • Failure to report changes in the information specified in the previously submitted notification (for example, change of address, equipment).
  • Extended statute of limitations: The period of administrative responsibility for such violations has been increased to 1 year.
  • Risk of inspections: Conducting business without notification may become the basis for an unscheduled inspection by regulatory authorities.

  1. Determine notification requirements (effective 01.09.2025): Verify whether your business activity falls under the newly approved Government list requiring notification as of September 1, 2025. If not, no notification needs to be filed.
  2. Submit a notification (if required): For the types of activities remaining on the new list, a notification must be submitted before starting work through the Unified Portal of Public Services (Gosuslugi) or regional portals of public services.
  3. Check and update old notifications: if a notification has already been submitted (for categories remaining on the list), make sure that all the specified information is up to date. Any changes must be promptly reported to the relevant regulatory authorities.
  4. Avoid false information: The information in the notification and change messages must be accurate and complete.
