Rostrud introduced a new register of unscrupulous employers in 2025. The list includes companies that refuse to register employees under an employment contract and replace regular work with deals with the self-employed and contractors. Acsour experts reviewed the goals of creating the register and explained what data it includes.

What is the register of unscrupulous employers in 2025?

On January 1, 2025, Russia tightened control over compliance with labor legislation: Rostrud launched a specialized information platform that records information about employers who have committed serious violations of labor law.

The register will include employers who:

  • delay the payment of wages and other remuneration for labor;
  • evade concluding employment contracts with personnel;
  • replace labor relations with civil transactions with the self-employed or contractors;
  • commit violations related to the illegal employment of citizens in the Russian Federation.

The basis for including an organization or entrepreneur in the "black list" of Rostrud is a ruling on an administrative offense issued within the framework of the provisions of Part 4 of Article 5.27 of the Code of Administrative Offenses of the Russian Federation. The entry about the unscrupulous employer will appear in the register exactly three working days after the entry into force of the said ruling.

Information about unscrupulous employers will be in the register for a year from the moment of the last established fact of illegal employment.

What information about the company is displayed in the register?

The following information will be published in the register:

  • full and abbreviated (if any) name of the legal entity;
  • last name, first name and patronymic (if any) of the individual entrepreneur;
  • taxpayer identification number;
  • date of inclusion in the register;
  • reason for inclusion in the register (number and date of the ruling on the administrative offence case).

Where can I find the register of unscrupulous employers?

The register of unscrupulous employers is openly available 24/7: you can view the list data on the official website of Rostrud. To do this, you need to:

  1. Go to the "Rostrud" section from the main page rostrud.gov.ru
  2. Select the "About Rostrud" subsection
  3. Go to the "Activities" subsection
  4. Follow the link "Rostrud Registers"
  5. Select the option "Register of employers with illegal employment cases", after which the current register in the form of an Excel table will be downloaded to your computer.

Who monitors compliance with labor legislation and updates the information in the register?

New interdepartmental commissions, whose responsibilities include monitoring compliance with labor legislation, began operating on March 1, 2025. The legal basis for the activities of the new regulatory entities is provided for by the provisions of Article 158.1 of the Labor Code of the Russian Federation. The Government of the Russian Federation will determine the uniform regulations for the work of the new work bodies.

The new interdepartmental committees to combat unpaid wages will include:

  • Representatives of regional and local authorities.
  • Representatives of associations of trade unions of workers.
  • Authorized specialists of the extra-budgetary Social Fund of Russia.
  • Participants in regional and industry agreements on issues of remuneration.
  • Other interested departments, structures, government agencies and organizations.

Employees of the Prosecutor’s Office and the Investigative Committee will not be included in the commission group. But law enforcement officers may be invited to the commission meeting to resolve issues related to criminal liability for non-payment of wages.

Inclusion of a company in the register of unscrupulous employers entails a number of negative consequences: for example, the employer faces tightening control, reduction of state support and a ban on access to government procurement.

Acsour experts also note that companies included in the "black list" may suffer reputational and financial losses.

  1. Check yourself whether your company is in the register.
  2. Make sure that all employees are registered in accordance with the Labor Code of the Russian Federation, the accrual and payment of wages and other remuneration is carried out in strict accordance with the law.
  3. Pay special attention to the registration of employees and monitor new requirements.
  4. Regularly consult with labor lawyers to avoid mistakes.
