New Rules for Employing People with Disabilities from September 1, 2026: How to Calculate the Quota and Avoid Fines

Starting September 1, 2026, new amendments to the rules for fulfilling the employment quota for people with disabilities come into force. Government Decree No. 575 expands the list of categories of disabled individuals for whom hiring one person counts as two positions toward the established quota.

Who Is Affected by the Changes

The new rules apply to disabled veterans of combat operations who, between October 2022 and September 2023, signed a contract with the Ministry of Defense and carried out tasks as part of special military units during the special military operation. For other categories of disabled combat veterans, this double‑counting rule has been in effect since November 2025.
If your company is required to create jobs for people with disabilities, it is essential to correctly calculate quota fulfillment. Failure to meet this obligation is a direct violation of the law and carries significant consequences.

These fines are established by Article 5.42 of the Code of Administrative Offenses of the Russian Federation. Repeated violations may also attract increased attention from labor inspectorates.
