New rules for obtaining childcare benefits for children under 1.5 years old

The President of the Russian Federation has signed a law preserving the right of parents to receive childcare benefits for children under 1.5 years old in case of their early retirement.

From January 1, 2024, the right to a monthly child care allowance will be maintained if:

  • a person on parental leave goes to work part-time or full-time (including remotely) before the child reaches the age of 1.5 years;
  • a person who, while on parental leave with one employer, gets a job with another employer.

Previously, the right to receive benefits was retained only if a person went out to work part-time. And now this right does not depend on the employment regime.

We remind you that working parents (mother or father) are entitled to receive a monthly child care allowance for up to 1.5 years, provided that the second parent and other relatives and guardians who actually care for the child do not receive such an allowance.

The deadline for applying for benefits is no later than 6 months from the date the child reaches the age of one and a half years. The amount of the allowance depends on the number of children and is limited to the minimum and maximum values. In general, the amount of the allowance per child is 40% of the average earnings of a parent and cannot exceed the legally established limits.

To receive the benefit, you must provide the following documents to the employer:

  • application for the assignment of benefits
  • application for parental leave
  • information about the insured in the form given in the Order of the Social Insurance Fund
  • other documents (child's birth certificate, certificate that the second parent did not receive benefits, and etc).

The period of payment of the allowance by the territorial authority of the Social Fund of Russia is no more than 10 working days from the date of submission of documents.

We remind that at the current time, the procedure for documenting the receipt of benefits remains the same, however, due to new changes, it may change. If necessary, it is recommended to clarify this procedure in the territorial authorities of the SFR.
