Military registration from November 1, 2024: what will change for employers?

From November 1, 2024, a unified electronic register of military registration will be launched in Russia. Acsour experts reviewed the changes in the process of forming the register of military service and talked about the restrictions for employers and employees.

Which employers should keep military records?

Maintaining military records is a direct responsibility for organizations that have at least one employee belonging to one of the following categories:

  • conscripts: men between the ages of 18 and 30 who are required to be on military registration and are not in reserve;
  • military service: men in reserve, graduates of federal universities with a military department, women with military accounting specialties.

Acsour experts note that, according to paragraph 7 of Article 8 of Federal Law No. 53-FZ dated 03/28/98 "On Military Duty and Military Service", keeping military records is optional for individual entrepreneurs, according to paragraph 7 of Article 8 of Federal Law No. 53-FZ dated 03/28/98 "On Military Duty and Military Service". However, despite this, military enlistment offices often require sole proprietors to keep military records.

We remind you that keeping military records is a set of measures that allows an organization to collect data on conscripts and military personnel and report to military enlistment offices. Starting from November 1, 2024, companies are required to submit reports in electronic format.

Military Registration Register: what is it and why is it needed?

The Unified electronic Register of Military Registration is a database that contains information about conscripted citizens. The Registry contains the following information:

  • about citizens who are registered in the military;
  • on temporary restrictive measures for "deviators";
  • on administrative and criminal liability for non-fulfillment of military duty by citizens.

The military registration register makes it possible to solve the following tasks:

  • registration of citizens in the military registration office;
  • maintaining military records of military-bound citizens;
  • removal of citizens from military registration;
  • formation of summonses to the military enlistment office;

Access to data from the Register is private: information from it can only be obtained by the Ministry of Defense of the Russian Federation, the Federal Security Service, the Federal Security Service and the Foreign Intelligence Service of Russia.

Despite the fact that the electronic register was created in 2023, it will start functioning only from November 1, 2024: now companies will be required to submit reports in electronic format. Acsour experts note that the legislator did not specify the need to submit data in paper format after the entry into force of the innovation.

Military registration in autumn 2024: what has changed?

1.From November 2024, the following information must be submitted electronically (clause 32.1 of regulation No. 719):

  • on the recruitment and (or) dismissal of an employee subject to military registration. The deadline is within five days from the date of employment or dismissal (form from Appendix No. 2 to regulation No. 719);
  • about changes in employee data: education, marital status, position, structural unit, place of residence or stay, state of health. The deadline is within five days from the date of changes in the information (form from Appendix No. 13 to the methodological recommendations, approved General Staff of the Armed Forces of the Russian Federation 11.07.17);
  • about citizens who are on military registration, as well as about citizens who are not, but are obliged to be on military registration. The deadline is within two weeks from the date of receipt of the relevant request from the military enlistment office (form from appendix No. 10 to the methodological recommendations of the General Staff);
  • on the identification of a citizen who is not a member, but is obliged to be registered in the military. The deadline is within three working days from the date of identification (the form is from appendix No. 10 to the methodological recommendations of the General Staff).

In this case, the key change is shortened deadlines. Now there is less time to submit information.

2.From November 2024, the summonses generated using the Register of Military Registration will be automatically placed in the register of summonses. It contains the following information:

  • about a citizen who must receive a summons;
  • about the military commissariat that sent the summons;
  • the date of sending the agenda and the date when the agenda is considered to have been handed over;
  • the date of appearance at the military commissariat, which is indicated in the agenda.

3. Moscow companies must start reporting on military registration in electronic form through the mos.ru portal on November 1. If the company has received a letter from the board, the head must log in to the portal. After logging in through the personal account of the legal entity and selecting the desired service, you must enter information about the organization. The information will be automatically added from your personal account, otherwise you need to enter them manually. If the company does not have an account, the head needs to register a legal entity on the portal.
