Please note that this Law does not apply to relations regulated by the law of St. Petersburg on job quotas for the employment of persons with disabilities in St. Petersburg.
It is envisaged that the Law of St. Petersburg will enter into force on January 1, 2025.

Who is included in the category of citizens in special need of social protection?
The Law establishes the following groups of persons who need social protection:
- persons released from institutions executing a custodial sentence and looking for work within one year from the date of release;
- minors between the ages of 14 and 18;
- citizens of pre-retirement age (within five years before the age that entitles them to an old-age insurance pension, including one appointed ahead of schedule);
- refugees and internally displaced persons;
- citizens discharged from military service and their family members;
- single parents and parents with many children, adoptive parents, guardians (trustees) raising minor children, children with disabilities;
- citizens exposed to radiation due to radiation accidents and catastrophes;
- citizens aged 18 to 25 years old who have secondary vocational education or higher education and are looking for work within one year from the date of issue of a document on education and qualifications (in the case of these citizens completing military service during this period — from the date of completion of military service);
- orphans, children left without parental care, persons from among orphans and children left without parental care;
- citizens who have completed military service on mobilization or military service under contract, as well as citizens belonging to their family members.
Which employers are covered by the law?
The new law of St. Petersburg applies to employers whose average number of employees exceeds 100 people.
Please note that this obligation is waived
- public associations of persons with disabilities and organizations formed by them, including business partnerships and societies, the authorized (pooled) capital of which consists of the contribution of a public association of persons with disabilities;
- territorial bodies of federal state authorities of the Russian Federation, all-Russian trade union associations, state authorities of St. Petersburg, local self-government bodies of inner-city municipalities of the federal city of St. Petersburg.
What should the employer do?
- identify 2 jobs for the employment of citizens in special need of social protection
- adopt local regulations containing information about such workplaces
- to submit to the employment service of St. Petersburg information on such jobs in the form and within the time limits established by the executive body of the state authority of St. Petersburg exercising powers in the field of employment of the population.
