On February 18, a joint meeting of the HR Committee of the American Chamber of Commerce in Russia (AmCham) and TEDA took place, dedicated to current issues in labor law and personnel management. Valentina Aleksandrova, Head of the Strategic Projects and Audit Department at Acsour, delivered a report on "Self-Employed Individuals in 2026: New Rules, Social Guarantees, and Control."
The topic proved highly relevant — participants asked numerous questions, shared their own experiences, and sought expert comments on their specific situations. Particular interest was shown in:

  • the experiment on social insurance for the self-employed — what it means for businesses and NPT payers;
  • new rules for collecting professional income tax arrears and the associated risks;
  • the work of commissions countering illegal employment — their structure and what companies should expect;
  • and, of course, practical recommendations for minimizing risks when working with the self-employed, which generated the most questions.

The discussion made it clear: the issue of self-employment is no longer peripheral. Today, it is an area of heightened attention for both businesses and regulators.

The meeting's program also featured:

  • Yuri Nadezhin, AB EPAM, on "Personal Data in 2026: Key Rules, Business Risks, and Recommendations";
  • Anna Ivanova, Alexandra Chesnokova, and Elizaveta Inzartseva, Nordic Star Law Offices, presenting an overview of current court practice on termination of employment relationships during probationary periods and for remote employees.
