Import in 2026: Russian Government Announces Significant Increase in Customs Duties

Effective January 1, 2026, Russian Government Resolution No. 1638 dated October 23, 2025 will come into force, substantially increasing customs duties for customs operations. These changes will affect a wide range of importing companies and require proactive revision of logistics budgets. Key Changes in Customs Duty Rates

The amendments provide for increases in both minimum and maximum rates and introduce new price categories.

New Rates for Goods Release:

  • The minimum duty will increase from 1,067 RUB to 1,231 RUB (for goods valued up to 200 thousand RUB).
  • The maximum duty will more than double — from 30,000 RUB to 73,860 RUB (applicable to goods valued from 10 million RUB and 1 kopeck).

Increase in Duties for Undeclared Value:

  • New rates for products whose customs value is not determined:
  • Up to 50 product items: 9,054 RUB (instead of 8,262 RUB)
  • From 51 to 100 items: 18,108 RUB (instead of 16,524 RUB)
  • From 101 items: 30,180 RUB (instead of 27,540 RUB)
