IT Companies: Confirm Participation in the Preferential Mortgage Program by May 20, 2026

If your company is accredited and has applied reduced insurance contribution rates, its employees are eligible for the preferential IT mortgage program. However, to exercise this right, one mandatory step must be completed — submit consent to participate in the program by May 20, 2026. Failure to do so will mean employees cannot obtain a preferential mortgage in 2026.

What Needs to Be Done

Accredited IT companies must complete a consent form using Code 10062 and submit it to the Federal Tax Service (FTS). When completing the form, ensure:

  • the "Information Package Code" field contains 10062;
  • the tax secrecy disclosure period is specified as starting from 2025.

Consent information will be transferred to the Ministry of Digital Development by May 25, 2026. If your company has already submitted indefinite consent previously, no further action is required.

Why This Matters

The key requirement for program participation is that the company must have applied reduced insurance contribution rates in the previous year. This information constitutes a tax secret, so the Ministry of Digital Development cannot access it directly — hence the need for company consent.

Without this consent:

  • employees cannot obtain a preferential IT mortgage in 2026;
  • banks cannot verify that the borrower works for a company eligible for the IT mortgage program.

The next update to the list is scheduled only for late September 2026. Missing the deadline means employees will have to wait several months. To date, approximately 96,500 people have obtained IT mortgages totaling 832.5 billion rubles.
If a company fails to submit consent to the FTS on time, employees will lose the opportunity to use the preferential mortgage program at least until autumn 2026. This could impact employee retention and the company's attractiveness as an employer.

What to Do

  • Check whether your company has previously submitted indefinite consent. If yes, no further action is needed.
  • If no consent has been submitted, complete the form using Code 10062 and submit it to the FTS by May 20, 2026.
  • Ensure the consent form specifies the correct tax secrecy disclosure period — starting from 2025.
