Employers have started to receive requests in their accounts on the website of the employment service to draw up a report on the employment of pre-retirees.
Starting from 1 October 2018, the Federal Labour and Employment Service (abbreviated in Russian as “Rostrud”) has started to monitor the headcount of pre-retirees (people who have 5 years before their retirement) in companies and the implementation of measures intended to assist pre-retirees with their employment. This means that the following categories of employees are covered by the monitoring: (i) women aged between 55 and 60, and (ii) men aged between 60 and 65.
The monitoring is carried out with the help of the new reporting form Rostrud has developed. The form is entitled: “Information regarding the company and the number of company’s employees who are not retirees”. The form contains information about men born in 1959 and women born in 1964 and the number of them in the company. Information should be filled in not only about the employees who are employed with the company as at the date of the report, but also those who left during the reporting period. The form is to be submitted by email to the Federal Labour and Employment Service on a quarterly basis starting from 1 October 2018 and until 15th day of the month following the reporting period. There is no unified template of the report. It should be submitted in such form as regional employment centres recommend. At present, there is no fine for the failure to submit the report. If a company has its account on the website of the employment service, it should check whether a request has been sent to it for a report to be submitted.
