What legislative changes will have an impact on employers in 2017? How will new laws affect Russian business environment?

Restrictions of use of outsourced employment, new procedures of sick leave payments, new independent centers of professional staff assessment and intensification of tax burden are among most impactful legislation changes in 2017. A group of lawyers and labour market experts have shared their viewpoints with “Delovoy Peterburg” (“Business Petersburg”) on this topic and explained in details what effect recent legislation changes are going to have on employers.

Valentina Alexandrova, Internal auditor of Acsour, commented on reduction of permissible share of foreign employees for every Russian business entity: “Starting from 2017 admittible share of foreign employees among personnel of land public transportation companies will drop from 40% to 30% and among personnel of road freight transport firms – from 35% to 30%. However, these restrictions do not cover national and international passenger rail travel business. Besides, there a few exceptions for several regions of Russian Federation”.
