The President of the Russian Federation signed a Law according to which the submission of statistical reporting to the Federal State Statistics Service will be carried out solely in electronic form.

Previously, organizations had the right to submit statistical reporting in electronic or paper form. Starting from January 1, 2021, this right was cancelled. Now it is necessary to submit statistical information only in the form of an electronic document signed with an electronic signature (ES). The type of such signature is determined by the subjects of official statistical accounting independently. For cases when it is necessary to report to the statistical authorities, the type of ES should be determined by the Federal State Statistics Service (known as the Russian acronym “Rosstat”). An exception is made in cases where the requirement to use a specific type of ES is provided for by federal laws, other regulations, or an agreement between participants in electronic interaction.

The new amendments did not affect small business entities. They still have the right to choose the form of statistical reporting: paper or electronic one. However, from January 1, 2022, they will also have to submit such reporting solely in electronic form.

Please be reminded that the submission of statistical reporting is the responsibility of companies. The composition of reporting is determined for each company separately and depends on a number of criteria (type of activity, organisational and legal form, etc.). The list of reporting forms and the terms for their submission can be found in the special online service of Rosstat in the section “Obtain data on codes”. To do this, it is necessary to enter the taxpayer ID number of the company (Russian acronym – INN), after which the system will issue the necessary list.

For failure to submit a statistical reporting, administrative liability is provided in the form of a fine under Article 13.19 of the Administrative Code of the Russian Federation:

  • For officers – a fine of 10,000 – 20,000 rubles.
  • For legal entities – a fine of 20,000 – 70,000 rubles.

For repeated violation, measures of punishment are increased and constitute:

  • For officers – a fine of 30,000 – 50,000 rubles.
  • For legal entities – a fine of 100,000 – 150,000 rubles.
