Increase in maternity benefits

The State Duma in the third reading adopted a draft law on increasing the amount of benefits for temporary disability and in connection with maternity.

If the draft law is approved by the Federation Council and signed by the President of the Russian Federation, then started from February 1, 2023, new amounts of benefits will begin to operate:

• one-time allowance at the birth of a child – 23,011 rubles;
• monthly allowance for the care of a child under 1.5 years – 33,281.80 rubles, but not less than 8,630 rubles;
• maternity allowance for maternity leave lasting 140 days – 383,179 rubles.

In addition, the monthly maximum disability payment starting from next year will be:

• 83,204 rubles – with an individual’s pension insurance record of more than 8 years;
• 66,564 rubles – with an individual’s pension insurance record from 5 to 8 years;
• 49,923 rubles – with an individual’s pension insurance record of less than 5 years.

The one-time allowance at the birth of a child is adjusted according to index by the level of actual inflation. And the amount of benefits for temporary disability and for the care of a child under 1.5 years depends on the amount of the average earnings of the insured person for 2 calendar years preceding the year of occurrence of the insured event.

Those individuals who perform work or provide services on the basis of a civil law contract will also be able to receive benefits.

Please be reminded that starting from January 1 of the next year, a single-family income supplement will be in effect. This benefit combines the following social payments:

• monthly allowance for a woman registered in the early part of a pregnancy;
• allowance for the care of a child under 1.5 years for non-working citizens (that is, not subject to statutory social insurance);
• monthly payment in connection with the birth (adoption) of the first and second child until they reach the age of 3 years;
• monthly payment for a child at the ages from 3 to 7 years inclusively;
• monthly payment for a child at the ages from 8 to 17 years.

A single benefit will be able to be received by:

• women registered in the early part of a pregnancy;
• needy families with children under the age of 17.

The allowance can be received for each child in the family, but only if the average per capita income of the family is below one regional subsistence minimum per person.

Maternity benefits will be determined based on the subsistence minimum of the able-bodied population. The allowance for each child will be determined based on the subsistence minimum for children. The specific amount of the allowance will depend on the level of family income.

The amount of the allowance will be calculated as 50%, 75% or 100% of the regional subsistence minimum per child.

To receive benefits, you need to make an application and send it personally to the Social Fund or through the State Services portal. It will be enough to submit one application for several children.

The amendments made are related to:

• the merger of the Pension Fund of Russia and the Social Insurance Fund into a single Social Fund, which from the next year will be entrusted with the function of paying child benefits;
• with the recalculation of the subsistence minimum, including for the territorial entities of the Russian Federation. The amount of benefits depends on this figure;
• with the annual indexation of social payments, the accurate coefficient of which will be known next year.
