Requirements for vacancy placement sites instead of portal “Employment in Russia”

The Government of the Russian Federation has approved the requirements for information resources on which it is possible to place information about vacancies instead of the portal “Employment in Russia”.

According to the amendments, starting from April 26, the following information can be placed on alternative sites:

  • about the needs of employees;
  • about the conditions for recruitment of employees to work in the company;
  • about the presence of available jobs and vacancies;
  • about the presence of special workplaces equipped for the disabled people.

At the same time, such information resources should provide:

  • transfer of information to the unified digital platform “Employment in Russia” in accordance with the rules for the submission of information by the employer;
  • access to work with information only to those users who have been identified and authenticated using the Unified Identification and Authentication System – UIAS.

The list of sites on which an employer can place current vacancies is determined by the operator of the portal “Employment in Russia” in coordination with the Ministry of Labour and the Ministry for Digital Technology, Communication and Mass Media of the Russian Federation. It should be posted on the relevant portal in the nearest future. Therefore, before posting a vacancy on an alternative information resource, it is necessary to check whether it is included in the list on the portal “Employment in Russia”.

Please be reminded that starting from January 1, 2022, employers are required to place information about vacancies on the Unified digital platform “Employment in Russia”. This obligation is applied to the following categories of legal entities:

  • organizations with an average number of employees for the previous calendar year of more than 25 people;
  • newly created and reorganized organizations with the same number of people;
  • companies in the authorized capital of which there is a participation share of the Russian Federation, of a territorial entity of the Russian Federation or of a municipal entity.

If the information is submitted in violation of the deadline or contains incomplete information, or is not submitted at all, then such an offense entails a warning or the imposition of an administrative fine under article 19.7 of the Administrative Code of the Russian Federation:

  • for officers – in the amount of 300 – 500 rubles;
  • for legal entities – in the amount of 3,000 – 5,000 rubles.

Despite the lack of practice of holding companies liable for violating the above requirements, Acsour recommends to duplicate information about vacancies on the “Employment in Russia” platform, even if an alternative information resource has been selected.
