The President of the Russian Federation has signed a law establishing the procedure for paying additional social allowances to low-income families with children.
According to the text of the law, the following payments can be received from the state:
Monthly allowance for registration in the early part of a pregnancy for woman
Starting from July 1, 2021, the one-time allowance for registration in the early part of a pregnancy for woman will be cancelled (currently its amount is 708 rubles 23 kopecks). Instead, a monthly allowance is introduced for registration in medical organization in the early part of a pregnancy for woman. Women are entitled to such a payment if:
The amount of the allowance will be 50 percent of the minimum subsistence level of the able-bodied citizens and will be paid by the Pension Fund of the Russian Federation (PFR) regardless of whether a woman is engaged in labour activities or not.
In the case of applying for allowance within 30 days from the date of registration with the medical organization, the woman will receive payment for the period starting from the month of registration (but not earlier than 6 weeks of pregnancy), until the month of childbirth or termination of pregnancy.
If more than 30 days have passed since registration, the allowance will be paid for the period starting from the month of applying for such payment (but not earlier than 6 weeks of pregnancy) until the month of childbirth or termination of pregnancy.
Taking into account the reconsideration of the minimum subsistence level, the amount of the allowance is subject to recalculation from January 1 of the year following the year of applying for its assessment.
Monthly allowance for a child at the ages from 8 to 17 years
Starting from July 1 of the current year, the corresponding allowance can be received by:
For the purpose of presenting this allowance, the single parent is the parent who is indicated in the child’s birth record, provided that there is no information about the second parent in it. Also, the parent is recognized as the single one if the second parent has died, is recognized as whereabouts unknown or is declared dead.
The specified categories of persons can claim for payment if the amount of the per capita income of their family does not exceed the level of the regional subsistence minimum per capita.
The amount of the allowance is 50 percent of the regional minimum subsistence level of the population (on average – 5,600 rubles in the country). To assess the allowance, it is necessary to send an application and documents confirming the family income to the PFR. This can be done in person, by contacting the fund, or through the State services website.
The allowance is paid from the day the child reaches the age of 8 years and until the child reaches the age of 17 years, but not earlier than from July 1, 2021. If the parent applied for payment not later than 6 months from the day the child reaches the age of 8 years, the allowance is paid from the day of reaching the specified age. In other cases, the allowance is paid from the date of applying for the specified payment.
The payment is set for one year. At the end of this period, it is necessary to submit an application for payment of allowances and a set of necessary documents to the PFR again.
Allowance for care for a sick child under the age of 8 years
Starting from September 1, 2021, the payment of allowances for a care for a child under the age of 8 years will be made in the amount of 100% of average earnings.

Therefore, parents of children under 8 years of age will be able to receive an allowance in the amount of 100% of average earnings, but not more than 74,001 rubles per month, regardless of the pension insurance record.
Please be reminded that starting from January 1, 2021, the payment of insurance allowances is made by the Social Insurance Fund (SIF) directly. In order for an employee to receive allowance, he or she has to submit the relevant documents to the employer. The set of documents for the payment of allowance for a care for a child is specified in clauses 6 and 7 of article 13 of Law No. 255-FZ.
The employer, within 5 calendar days from the date of receipt of the documents from the employee, fills in the Information about the insured person and the list of documents submitted by the employee in the form approved by the Order No. 26 of the SIF of the Russian Federation dated February 4, 2021, and sends the entire set of documents to the SIF territorial body at the place of registration in one of the following ways:
