Procedure for exemption from rent

The Government of Saint Petersburg approved the procedure for exemption from rent for the second quarter of 2020 for representatives of small and medium-sized businesses whose activities were affected by the spread of coronavirus infection.

This measure applies to payments for rent of city premises, buildings, land properties, as well as for the placement of relocatable retail facilities owned by Saint Petersburg.

The Committee for property relations of Saint Petersburg (hereinafter referred to as the Committee) carries out the exemption from rent by concluding supplementary agreements to lease agreements based on applications received from companies. The term for consideration of the application is 30 working days from the date of its receipt.

The application form and the list of necessary documents to be attached to it are currently under discussion by the Government of Saint Petersburg. 

Please note that this benefit can be granted to SMEs that:

• are included in the Unified register of small and medium-sized business entities as of March 31, 2020;
• carry out activities in accordance with the List approved by the Decree of the Government of Saint Petersburg No. 359 dated June 2, 2020;
• use non-residential properties, land and land properties for the purposes corresponding to the core business line;
• did not commit administrative offenses on city property objects as regards compliance with sanitary and hygienic rules during the quarantine period, compliance with the rules in an emergency situation (articles 6.3 and 20.6.1 of the Administrative Code, respectively), violations of the rules during the high-alert regime (article 8.6.1 of the Law of Saint Petersburg No. 273-70 dated 12/5/2010).

In case of non-compliance with at least one of these conditions, companies may receive a refusal from the Committee to apply the benefit in the form of a Notification specifying the reasons for such refusal.
