New forms of notifications concerning the employment of foreign employees in Russia have been approved

Starting from April 20, 2018 new forms of notifications concerning foreign employees working in Russia will be used.

With the delegation of the functions of the Russian Federal Migration Service to the Ministry of Internal Affairs, new forms of notifications concerning the employment of foreign employees within Russian companies have been adopted since the end of April.

New forms have been approved for the following documents:

  • a notification that an employment agreement or a contract for the performance of work (supply of services) has been concluded and has been terminated with a foreign national or a stateless person;
  • a notification that an employment agreement or a contract for the performance of work (supply of services) has been concluded and has been terminated with a foreign national (a stateless person) who studies in Russia on a full-time basis;
  • a notification that employers and customers of work (services) are fulfilling their obligations to pay a salary (a fee) to a foreign national (a stateless person) who is a highly qualified expert.

A violation of the procedure for submitting the notification or the form of it may entail the suspension of a company’s operations for 14 to 90 days or an administrative fine being imposed:

– on a foreign employee – from RUB 5,000 to RUB 7,000;

 – on an officer of a company – from RUB 35,000 to RUB 70,000;

 – on a legal entity – from RUB 400,000 to RUB 1,000,000.

Fines of these amounts will be applied in cities with federal status, with Moscow and St Petersburg both falling in this category, as well as in Moscow Region or Leningrad Region.
