Approval of the new minimum wage from 2022

An administration bill has been submitted to the State Duma establishing a new minimum wage in 2022.

If this bill is adopted by the State Duma in the final reading and signed by the head of state, then starting from January 1, 2022, the federal minimum wage will increase by 6.4% and amount to 13,617 rubles. Currently, its amount is 12,792 rubles.

Please be reminded that starting this year, the procedure for calculating the minimum wage depends on the median salary.  The median salary is the value relative to which the salary level is higher for half of the population, and lower for the other half. The minimum wage cannot be less than 42% of the median salary and below the subsistence minimum of the able-bodied population.

The federal minimum wage is used to calculate temporary disability allowances in the following cases:

  • if an employee has no earnings in the reporting period or his or her earnings are less than the minimum wage;
  • if the employee’s length of employment is less than 6 months;
  • if the employee did not follow regimen of treatment, and the doctor made a note in the sick leave.

Apart from the federal minimum wage, the territorial entities of the Russian Federation set their own minimum wage figure. Preliminarily, for 2022, its regional amount is:

  • for St. Petersburg – 19,000 rubles;
  • for Moscow – 20,589 rubles.
