Registration of information about subscribers in the Unified Identification and Authentication System

Starting from June 1, 2021, companies using the mobile communication service are required to enter information about corporate SIM cards into the Unified Identification and Authentication System. These changes are also applicable to SIM cards that are used in the operation of user equipment.

When using corporate mobile communication, the following information has to be entered into the Unified Identification and Authentication System (UIAS):

• data about an employee who uses a corporate SIM card;
• subscriber number;
• name of the legal entity.

To submit information, the organization needs to use its account on the State services website and obtain a confirmation from the employee for the entered data.

Also, an employee can enter information independently using the service “Activation of a corporate SIM card”. After that, he or she needs to wait for the activation request in his or her personal account on the portal and confirm the information received.

In the case of using SIM cards in user equipment (online cash registers, security and monitoring systems, modems, GLONASS devices, and others) it is necessary to specify in the UIAS the following:

• subscriber number;
• Taxpayer ID Number (Russian acronym – INN) of the company;
• name of the legal entity that owns the equipment;
• company address or actual address of the equipment installation;
• type and name of the equipment;
• identification number of the user equipment.

The organization or its authorized person also enters an information about the SIM cards, used in the equipment, through the state services portal. The detailed procedure for registering SIM cards is specified on the portal.

If the contract for the provision of communication services between the company and the communications provider is concluded after June 1, 2021, then it is necessary to submit information:

• prior to the provision of such services (when using mobile corporate communication);
• not later than three working days before the planned start date of the provision of services (when using the equipment).

If the contract for the provision of communication services is concluded before June 1 of the current year, then it is necessary to enter information into the system:

• not later than September 1 (for equipment users);
• until November 30 (for corporate mobile communication users).

If there is no information about the corporate number in the system or there are errors in it, the communications provider will send the company a corresponding notification. If there is no response to the notification, the communications provider excludes the subscriber number from the contract.
