Approval of the deadline for submitting the report on vacancies to the Employment Centre

The Ministry of Labour and Social Protection of the Russian Federation has issued an explanation that sets the period for sending a report on vacancies and vacant jobs to the Employment Centre.

According to the Ministry of Labour and Social Protection of the Russian Federation (Ministry of Labour), it is recommended to provide this information within the first 10 working days of the month following the reporting month (in which such information was generated).

If the company is at the stage of liquidation or staff reduction, it is recommended to submit a report two months before the start of the relevant activities.

It is worth noting that the established procedure is advisory in nature, however, representatives of the Ministry of Labour note that it is better not to delay the process of submitting information to the Employment Centre (EC). Otherwise, administrative liability under article 19.7 of the Administrative Code of the Russian Federation in the form of a fine is threatened for failure to submit or late submission of information to the EC:

  • for officers – in the amount of 100 – 300 rubles;
  • for legal entities – in the amount of 3,000 – 5,000 rubles.

Please be reminded that in accordance with clause 3 of article 25 of the Law “On Employment of the Population”, employers are required to submit monthly information to the EC bodies:

  • on the implementing the bankruptcy procedure;
  • about the availability of vacant jobs and vacancies;
  • on the availability of created or allocated jobs for the employment of persons with disabilities in accordance with the established quota for employment.

There are two methods to submit a report:

  1. Send the information to the EC in person or in the form of a mail with an enclosure list, as well as electronically using the Internet.
  2. Place information on the unified digital platform “Employment in Russia” (Platform).

EC bodies place information on the Platform within one working day from the date of their receipt from the employer.

Please note that the obligation to submit a report is provided for all companies. In addition, if the company sends information to the EC in person, by mail or via the Internet, it will have to duplicate such information to the Platform. This should be done in the case when the company is included in one of the following categories of legal entities:

  • the average staff number of the company for the previous calendar year is more than 25 people;
  • the organization is newly created and reorganized with the same number of people;
  • in the authorized capital of the company there is a share of the participation of the Russian Federation, a territorial entity of the Russian Federation or a municipal entity.
