Starting September 1, 2025, new regulations require all outgoing calls to mobile numbers from legal entities and individual entrepreneurs to be mandatorily labeled. Companies that have not signed the appropriate agreement with their telecom operator risk facing communication issues with their clients.
These new rules, introduced as part of anti-fraud legislation, aim to increase trust in legitimate business calls. Now, recipients see not just a phone number but also the company name, its business category, and official caller information on their screens. This helps clients distinguish official calls from spam and fraudulent attempts.
What do businesses need to do under the new rules?
To ensure corporate calls display correctly to recipients, companies and individual entrepreneurs must fulfill two main requirements:
Sign an agreement with a telecom operator. This is the essential step. The agreement must be made with operators such as MTS, Beeline, MegaFon, Tele2, etc. It formalizes consent for the transfer and processing of caller information. Without this agreement, operators cannot identify business subscriber numbers, and calls may either not display properly or raise suspicion with clients.
Prepare and submit a data package. Alongside the agreement, the operator requires the following information:
Full legal name of the company or full name of the entrepreneur
Call category according to the primary OKVED code (e.g., "Insurance," "Delivery," "Banking Services")
A short display text (no more than 32 characters)
A list of all phone numbers used for outgoing calls
As a result, the client’s phone will show concise yet complete information, such as: "Banking Services / VTB" or "Online Store / Sole Proprietor Petrov A.I."
What should companies and individual entrepreneurs check now?
Although the rules are already in effect, many businesses are still adapting. It is recommended to verify:
Whether an agreement with the telecom operator for call labeling data transfer has been signed
Whether the submitted data—number list, call category, and display text—are up to date
Whether outgoing calls are correctly displayed to recipients
Timely compliance with these requirements ensures uninterrupted business communications and helps maintain client trust in calls from your company.
