New rules for obtaining childcare benefits for children under 1.5 years old

The President of#nbsp;the Russian Federation has signed a#nbsp;law preserving the right of#nbsp;parents to#nbsp;receive childcare benefits for children under 1.5 years old in#nbsp;case of#nbsp;their early retirement.

From January 1, 2024, the right to#nbsp;a#nbsp;monthly child care allowance will be#nbsp;maintained if:

  • a#nbsp;person on#nbsp;parental leave goes to#nbsp;work part-time or#nbsp;full-time (including remotely) before the child reaches the age of#nbsp;1.5 years;
  • a#nbsp;person who, while on#nbsp;parental leave with one employer, gets a#nbsp;job with another employer.

Previously, the right to#nbsp;receive benefits was retained only if#nbsp;a#nbsp;person went out to#nbsp;work part-time. And now this right does not depend on#nbsp;the employment regime.

We#nbsp;remind you that working parents (mother or#nbsp;father) are entitled to#nbsp;receive a#nbsp;monthly child care allowance for up#nbsp;to#nbsp;1.5 years, provided that the second parent and other relatives and guardians who actually care for the child do#nbsp;not receive such an#nbsp;allowance.

The deadline for applying for benefits is#nbsp;no#nbsp;later than 6 months from the date the child reaches the age of#nbsp;one and a#nbsp;half years. The amount of#nbsp;the allowance depends on#nbsp;the number of#nbsp;children and is#nbsp;limited to#nbsp;the minimum and maximum values. In#nbsp;general, the amount of#nbsp;the allowance per child is#nbsp;40% of#nbsp;the average earnings of#nbsp;a#nbsp;parent and cannot exceed the legally established limits.

To#nbsp;receive the benefit, you must provide the following documents to#nbsp;the employer:

  • application for the assignment of#nbsp;benefits
  • application for parental leave
  • information about the insured in#nbsp;the form given in#nbsp;the Order of#nbsp;the Social Insurance Fund
  • other documents (child's birth certificate, certificate that the second parent did not receive benefits, and etc).

The period of#nbsp;payment of#nbsp;the allowance by#nbsp;the territorial authority of#nbsp;the Social Fund of#nbsp;Russia is#nbsp;no#nbsp;more than 10 working days from the date of#nbsp;submission of#nbsp;documents.

We#nbsp;remind that at#nbsp;the current time, the procedure for documenting the receipt of#nbsp;benefits remains the same, however, due to#nbsp;new changes, it#nbsp;may change. If#nbsp;necessary, it#nbsp;is#nbsp;recommended to#nbsp;clarify this procedure in#nbsp;the territorial authorities of#nbsp;the SFR.
