Starting June 30, 2025, entry into Russia for citizens of visa-free countries will become more stringent: travelers will now be required to obtain an electronic authorization via the Gosuslugi RuID app and present a QR code at border control. What’s Changing in Entry Regulations?
As of June 30, foreign nationals from visa-free countries—including Kazakhstan, Uzbekistan, Kyrgyzstan, Armenia, and others—must:
Register in the Gosuslugi RuID app (available from late June).
Submit an application at least 72 hours before entry, specifying the purpose of travel, itinerary, accommodation details, and uploading a photo. In emergency cases (e.g., illness, death of a relative), processing time is reduced to four hours.
Obtain a QR code, which must be presented at the border. If entry is denied, the system will not generate a code, preventing situations where travelers are turned back after arrival.
Additionally, biometric checks (photo and fingerprints) will be conducted at the border.
Who Is Exempt from the QR Code Requirement?
The new rules do not apply to:
Citizens of Belarus;
Diplomats and their family members;
Children under six;
Holders of visas, temporary residence permits (RVP), or permanent residence permits (VNZ).
For children aged 6–18, parents or guardians must obtain the QR code on their behalf.
