The State Duma passed a law that, as of March 1 2026, prohibits ordering market research from companies with a foreign ownership share of more than 20% and from foreign legal entities. Contracts with such contractors will be declared void.
What falls under the restrictions?
Processing and analysis of data on the structure of commodity markets in the Russian Federation:
Level of demand and supply;
Prices, production volumes, imports/exports;
Data on consumers and the conditions of product handling.
Who will not be able to provide services?
Russian companies with foreign participation >20%;
Foreign legal entities (including branches in the Russian Federation).
Exceptions:
Research conducted for state authorities or organizations under their control;
Cases specifically provided for by the international treaties of the Russian Federation.
