New Requirements for Miners from May 30, 2026: Submission of IP Address Information to the Register

On May 30, 2026, Russian Government Decree No. 556 dated May 16, 2026, comes into force, establishing an obligation for miners and mining infrastructure operators to submit information about network (IP) addresses used for mining to the relevant registers. Failure to comply may result in removal from the register and a ban on mining activities for up to one year.

Who Is Affected by the Changes

The new requirement applies to:
  • all mining infrastructure operators;
  • miners who carry out mining without engaging mining infrastructure operators.
The Decree makes no exceptions for companies already included in the registers. All entities must submit IP address information.

Deadline for Submitting Information

An application to amend register information must be filed within 5 working days of the change. Given the effective date of the Decree, the final deadline for submission is June 5, 2026.

Which IP Addresses Must Be Specified

Under the Decree, the reference is to external IP addresses through which mining equipment connects to the network. If you use dynamic IP addresses, the Decree makes no exceptions. It is recommended that you obtain a static IP address.

How to Amend the Register

Changes are made in the same manner as initial registration, through the Federal Tax Service's "Mining Register" service.

Consequences of Failing to Submit Information

If information is inaccurate or missing, the Federal Tax Service may remove the company from the register. Data can only be updated and re‑inclusion obtained one year after removal. During that year, mining or providing mining infrastructure will be impossible.

  • Prepare an application to amend the register information through the FTS "Mining Register" service.
  • Submit the information by June 5, 2026 to avoid the risk of removal.
