Importers are now required to submit a special document — the Document on Pending Delivery (DOPP) — to the tax authorities two days before the truck crosses the border. This is part of the new SPOT system (Traceability of Goods Operations), which replaces old paper notifications. What Will Change from July 1

From mid-2026, another mandatory requirement will come into force: a security payment. In simple terms, you will need to pay a deposit. Without it, the truck will not be allowed into Russia. The amount depends on the goods and serves as a guarantee that all customs duties and taxes will be paid.
