The State Duma in the first reading adopted a bill according to which organizations will be able to receive copies of non-registered and registered letters from state authorities through the State services portal.

If the draft law is adopted by the State Duma in the third reading and signed by the President of the Russian Federation, then starting from September 1, 2023, organizations – users of the State services portal will be able to receive copies of non-registered and registered letters from them through the corresponding portal when exchanging electronic messages with state authorities.

The innovation is applied to those companies that, apart from having a personal account on the State portal, are registered in the unified identification and authentication system (UIAS).

The accepted copies of letters have no legal effect, do not engender legal consequences and are sent to the addressees in order to inform about the sending of paper letters by state authorities in accordance with the Law No. 176-FZ “On Postal Communications” dated July 17, 1999.

If it is found out that the letter contains a commercial or state secret, then sending a copy of it will be cancelled. Companies will also have the right to refuse to receive copies of letters through their personal account on the portal.

Please be reminded that currently companies can receive emails (instead of paper ones) through the “Gospochta” service on the State services portal. Through this service, notifications about debts, administrative offenses and other significant messages from state authorities come.
