Cancellation of care payments for a child under 3 years of age

From January 1, 2020, a Decree of the President of the Russian Federation is cancelling the payment of childcare benefits for a child between the ages of 1.5 and 3 years old.

Currently, benefit in the amount of 50 rubles per month is paid by employers at their own cost and expense. Recipients of the benefit are employed mothers who are on maternity leave to care for a child between the ages of 1.5 and 3 years old. The cancellation of the benefit will not affect those who are entitled to it until January 1, 2020.

Instead of this benefit, payments established under the “Demography” national project will be extended. Their amount is equal to the level of the cost of living for children and depends on the region in question. For eligibility for this compensation, the following conditions are established:

  • The first or the second child in the family must have been born or adopted not earlier than January 1, 2018.
  • The family must meet certain criteria of need: the income for each family member must not exceed the amount of double the minimum subsistence level established in the region for the able-bodied population for the second quarter of the previous year.

To obtain the benefit for the first child, it is necessary to apply to the Social Protection Department, while for the second child the application is to the territorial body of the Pension Fund of Russia. In the first case, support will be provided from federal budgetary resources, and in the second case funds of maternity capital will be used.

Benefits for the third and the subsequent child are established by the region independently. The conditions for receiving such benefits can be found out from the Department of Social Protection of the population at the applicant’s place of residence.
